“HERS” is now “ECC” — here’s what changed
Under California’s 2025 Energy Code, effective January 1, 2026, the state’s HERS field-testing program became the Energy Code Compliance (ECC) Program. HERS Raters are now ECC Raters, and your compliance documents say “ECC” where they used to say “HERS.” The tests themselves — duct leakage, airflow, refrigerant verification, blower door, insulation inspection — are the same requirements, enforced by the same building departments.
